Job Summary
Under the general direction of the Portfolio Manager, Cultural Funding, the Cultural Funding Officer administers the City of Ottawa's cultural funding and award programs. The Cultural Funding Officer is responsible for the development of all funding program procedures, guidelines, and related documents. Implements and oversees all aspects of funding application and assessing processes such as; financial analysis, selection and facilitation of peer juries, preparation of reports and monitoring of organizations. The Cultural Funding Officer provides on-going evaluation, research and professional advice through the evaluation, research and analysis of a wide variety of cultural issues in order to incorporate best practices and standards; develops strategies for all aspects of cultural development, builds relationships with local cultural organizations and promotes an appreciation for local arts and heritage; and carries out community consultations, information sessions and surveys as required to strengthen the funding programs' responsiveness to local cultural communities. He/She is also responsible for the development and management of the City's Cultural Awards, including the nomination process, selection and facilitation of juries.
Education & Experience
Four (4) year university degree in Fine Arts, Art History, Music, Arts Administration, Theatre, Creative Writing, English or French Literature, or related arts and/or heritage discipline.
Minimum of three (3) years of related experience in cultural administration, including progressively responsible or project management experience;
*Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
Language, Certificates & Licenses
Positions: Designated – specific level of language proficiency: French oral, reading
English oral, reading, writing
Candidates who do not meet language requirements will be required to participate in training.
Knowledge
- Municipal, provincial and national arts development policies, funding policies, data sources and practices; Local arts scene in visual, performing, media and/or literary arts practices;
- Cultural, racial and linguistic diversity in Ottawa and Canada; Building relationships with diversity stakeholders;
- Best practices for diversity integration in the cultural sector;
- Not-for-profit funding practices, governance structures, and community development needs; Museum standards, status of the artists and copyright legislation, conflict of interest guidelines, peer assessment model and legal agreements relating to art and / or art funding;
- Contemporary arts, heritage and cultural issues in Canada; Research, surveying and data analysis;
- Policy development, implementation and evaluation techniques, particularly at the municipal government level;
- Best practice and risk-managed approaches related to community services; Financial management practices and budget;
- Knowledge of event planning process
- Knowledge of applicable health and safety legislation, including the rights and duties of workers.

- Demonstrated ability to plan effective strategies for the implementation of new public policies, new delivery systems and strategic collaborations;
- Ability to research and analyze community needs and issues and recommend solutions;
- Ability to initiate, plan, establish, coordinate, administer and evaluate projects related to funding; Ability to develop and present verbal presentations, briefings and facilitate groups;
- Effective coordination of public meetings, workshops, and conferences and community consultation process; Write reports and briefing notes in a concise, logical and effective manner;
- Foster excellent public relations with artists, arts and heritage organizations, board members (professionals, business, patrons, educators, etc.);
- Ability to respond to the general public and elected representatives;
- Effective judgment and decision making capabilities in fast-paced, controversial environment; Works well under pressure and is able to meet project /event deadlines;
- General knowledge of Human Resources policies and procedures; Project management, including conflict resolution;
- Highly organized with good attention to detail;
- Ability to analyse and understand financial statements from organizations within the not -for -profit sector. Capable and willing to accept a wide range of responsibilities and multi-tasking;
- Ability to establish excellent working relationships with different levels of staff within the department and City; Computer literacy in word processing, spreadsheets, presentations and other desktop technology.
