What is the Opportunity?
We are currently recruiting a Lead, Events, Arts, Culture & Heritage Services to provide operational leadership and subject matter expertise across the City's cultural services portfolio.
Reporting to the Manager, Community Development, this position will lead the planning, coordination and continuous improvement of events, arts, culture and heritage services. The successful candidate will provide leadership to staff, coordinate complex projects and initiatives, develop strategic partnerships, and provide recommendations and operational advice to management.
This role offers an opportunity to contribute to a wide range of initiatives that support a vibrant, connected and growing community, including signature events, heritage services, museum operations, public art, community partnerships and cultural programming.
What will you do?
As the Lead, Events, Arts, Culture & Heritage Services, your key responsibilities will include:
• Lead the day-to-day coordination and delivery of the City's events, arts, culture and heritage services portfolio.
• Develop annual work plans, operational priorities and service delivery plans, and support the implementation of departmental strategies.
• Lead and coordinate projects and initiatives that span multiple cultural service areas.
• Evaluate programs, events and services using data, trends and community feedback and recommend opportunities for improvement.
• Provide subject matter expertise and operational advice to the Manager, internal departments and community partners.
• Prepare and support reports, recommendations, presentations and other materials for management, Executive Team and Council consideration.
• Identify emerging community needs and opportunities through research, consultation, engagement and monitoring of trends.
• Lead continuous improvement initiatives to strengthen service delivery and organizational readiness.
• Provide leadership for the City's Signature Event series and support the Events Coordinator in planning, implementing and advising on corporate and community events.
• Oversee the stewardship of municipal heritage collections, archives and museum operations, including collections management, documentation and information management practices.
• Lead the implementation and use of collections management software and support effective information management practices.
• Oversee heritage planning, interpretation and public access initiatives and provide expertise related to heritage conservation, civic collections and public art.
• Support the development and promotion of new City-owned public art, including Request for Proposals processes, and support the conservation of the City's public art collection.
• Lead grant applications, funding opportunities and partnership development related to events, arts, culture and heritage services.
• Develop and maintain strategic relationships with community organizations, cultural groups, advisory boards, residents, and other key collaborators.
• Represent the department at community meetings, working groups and committees and serve as a key point of contact on matters related to the portfolio.
• Coordinate service agreements, contracts and collaborative projects with community groups, contractors and consultants.
• Work in conjunction with Communications & Marketing Services to develop and support marketing strategies and communication tools.
• Provide on-site support for public engagement sessions and community initiatives.
• Provide day-to-day leadership, coaching and technical guidance to the Events, Arts, Culture & Heritage Services team.
• Assign and coordinate work, monitor workload and service demands, and recommend adjustments to support effective service delivery.
• Participate in recruitment, onboarding and training and support employee development and performance management processes.
• Support the preparation and management of operating and capital budgets and monitor expenditures and revenues for assigned projects.
• Support business planning, budget development, long-range planning and other departmental initiatives.
• Promote safe work practices and ensure compliance with City policies and occupational health and safety requirements.
Who you are?
You are an experienced and collaborative leader who is passionate about community development and cultural services. You are comfortable working across multiple portfolios, building relationships with diverse groups, and providing guidance and recommendations in a municipal environment. You bring:
• Post-secondary degree in Cultural Development, Arts, History, Heritage, Human Services, Social Sciences or a related field, or an equivalent combination of education and experience.
• Minimum five years of related experience in a combination of arts, culture, history, heritage, community development, human services, social sciences, event management or related specialties.
• Experience supervising and leading employees, including assigning work, providing coaching and technical guidance, onboarding, training and contributing to performance discussions.
• Demonstrated experience supporting employees with problem-solving, decision-making and navigating operational challenges.
• Demonstrated understanding and working knowledge of community development principles, relationship building, public engagement and partnership development with community groups and organizations.
• Experience working with volunteers, advisory organizations, committees or community agencies.
• Experience preparing reports, presentations or recommendations to support departmental planning and decision-making.
• Experience with budgeting processes, including tracking expenditures, gathering financial information and providing input into operating or capital budget planning, is considered an asset.
• Experience working with municipal government processes and initiatives requiring collaboration with community agencies, non-profit organizations or other levels of government is considered an asset.
• Experience in museum operations, policy research, collections management and collections software is considered an asset.
• Strong project coordination, organizational and time management skills, with the ability to manage competing priorities and deadlines.
• Excellent verbal and written communication, interpersonal and relationship-building skills.
• Ability to work collaboratively with internal departments, community organizations, contractors, residents, and other contributors.
• Strong judgment and problem-solving skills, with the ability to identify issues, develop options and provide recommendations.
• High level of professionalism, tact, diplomacy and integrity when working with diverse groups and navigating sensitive community matters.
